Implementation procedure

In accordance with Commission Implementing Decision (EU) 2018/1524 of October 11, 2018, pursuant to Article 58d(1) of the Electronic Governance Act, and in accordance with the approved internal rules of the Ministry of Finance, the following procedure for handling reports has been established:

  • Reports submitted in accordance with the Electronic Governance Act (EGA) regarding violations of the accessibility requirements for the content of the Ministry of Finance’s website should be submitted to the Administrative Service Center (ASC), Room No. 1 of the Ministry of Finance every working day from 9:00 a.m. to 5:30 p.m. at the following address: Sofia, 102 G.S. Rakovski St. (entrance for citizens—from Benkovski St.) or sent via a licensed postal operator; by fax; electronically to the email address:  FL@minfin.bg.
  • The report is reviewed within one month of receipt, and a response is prepared within the same timeframe, containing a description of the actions and measures taken to remedy the accessibility violation, as well as the timeframe within which the identified accessibility violations will be remedied, or a reasoned refusal, in cases where the request is deemed unfounded and unlawful.
  • If the person filing the report has provided an email address, the response is sent with a qualified electronic signature; in all other cases, it is sent in hard copy to the address provided in the report. If an incorrect or non-existent address is provided, the information is deemed to have been received on the date it was sent.

If the Ministry of Finance:

1. fails to respond to the report within the timeframe specified above, or

2. fails to take the measures to remedy the accessibility violation specified in the response to the report

the citizen or organization that filed the report may file a complaint with the Minister of Electronic Governance
